Yes, 3Essentials provides ASP.net 2.0, 3.0, 3.5, 4.0 frameworks, which include support for:

• ASP.net Web Services (.asmx files) 
• WCF Web Services (.svc), see note on WCF service host models below.

WCF service host model:

WCF services offers three service hosting models, including:

• Self-hosting in any managed .NET application
• Hosting in a Windows service
• Hosting in IIS

... only the third, hosting within IIS (as a .svc on a website), would be available on our SHARED hosting services.  For MANAGED SERVER customers,  all three options are available, with coordination with our support team for installation and configuration.
